World Rugby have confirmed that the top four nations in the global SVNS series will automatically qualify for the 2028 Olympics, joining hosts USA in the biggest event of the sporting calendar.
There will be a total of 12 teams competing for the title, with the remaining seven needing to book their place through six regional competitions, while the final team will be decided through an Olympic Repechage in June 2028.
- Twelve men’s and 12 women’s teams to compete
- USA guaranteed qualification in both competitions as host nation
- Top four eligible teams in the men’s and women’s HSBC SVNS World Championship 2027 standings to qualify
- Six men’s and women’s places available through regional qualifiers in 2027
- Final men’s and women’s places to be decided at the Olympic Repechage in June 2028
The regional competitions will take place in 2027 and will see qualifiers from Africa, Asia, Europe, North America, Oceania and South America.
Both the men’s and women’s sides will compete with an equal number of teams, and each qualified National Olympic Committee (NOC) will be able to select a delegation of 12 players per team.
Regional qualification pathway
World Rugby have clarified the regional qualification as below.
‘Should an eligible men’s or women’s North American team secure an LA28 place through the HSBC SVNS World Championship 2027, the North American regional qualifier will instead qualify a team for the Olympic Repechage. The corresponding LA28 quota place will then be awarded to the next highest-ranked eligible NOC at the final Olympic Repechage.
‘The regional qualifiers will provide another major opportunity for teams from across the world who have not yet qualified to realise their Olympic ambitions.
‘The final quota place in each competition will be decided at the Olympic Repechage tournament in June 2028.
‘Eight men’s and eight women’s teams, qualifying through the regional championships or Games, will contest the repechage, with the winners securing the 12th and final qualification place in their respective competitions at LA28.
‘The tournament will represent the last opportunity for teams to book their ticket to Los Angeles and will complete the line-up for the men’s and women’s Olympic rugby sevens competitions.’

Olympic Repechage
In simple terms, this means: If a team misses out on the SVNS qualification and then loses its regional qualifier, it isn’t necessarily finished. It could still reach the Olympic Repechage. The eight teams in the Repechage then essentially play for one final ticket to Los Angeles.
The slightly confusing part is that the North American qualifier has a special rule.
If a North American team has already qualified through the 2027 SVNS standings, the North American regional tournament doesn’t simply create another Olympic place. Instead, its winner goes into the Repechage.
That ensures North America doesn’t effectively get two guaranteed routes to LA28 while another region loses out.
Put simply: The Olympic Repechage is the last-chance tournament in June 2028 where eight men’s teams and eight women’s teams fight for the final Olympic rugby sevens place, with only the winner qualifying for LA28.
