Neither side will be happy with the result from a try-less encounter played in a strong wind, but Perpignan will return home harbouring a couple of regrets after dominating the majority of the second half thanks to a massive effort from their pack.
Racing on the other hand take provisional leadership of the championship and maintain their unbeaten record at home.
Francois Steyn's 60m penalty looked to be the highlight of the evening before Jerome Porical hit one from 61m out in the second period.
In the end it would be Wisniewski's boot that would save the day for Racing with his 81st minute penalty adding to his two first-half drop goals as the hosts used the wind to their advantage to lead 15-9 at the break.
USAP used the wind at their backs to take the lead in the second period, only to see victory slip from their hands when lock Robins Tchale-Watchou was caught off-side at the death, allowing the home fly-half to save two points for les Franciliens.
