Centre Tom Riley had looked to have given the Dragons the win, but with the Warriors down to 14 men, Lewis Evans' naive attempt to let the ball go out saw Glasgow's Scott Wight sneak in at the corner to retake the lead.
However, Tovey levelled the scores with a coolly taken penalty to end the Warriors' five match Pro12 winning streak.
Despite starting the season slowly, Glasgow's outstanding run has put them firmly in the play-off picture. And it was the away side that set out their stall early on with a penalty from Ruaridh Jackson.
But the next 20 minutes was primarily Dragons' territory and possession. The hosts had an opportunity to level the scores on 12 minutes but Steffan Jones missed his first kick and then was wide with another later in the half.
A drab opening period ended with the visitors 3-0 in front and they extended that advantage through a second Jackson penalty.
Jones finally got his side on the board with one of his own before the Warriors' fly-half restored their six-point lead.
Substitute Tovey reduced the arrears and then came an apparent game-changing moment. A
fter a penalty was awarded on the 22, scrum-half Wayne Evans chose to take a quick tap and the ball was eventually spread out to Riley who touched down. Rob Harley was sin-binned in the build up to the try and it looked like an uphill task for the visitors.
But Wight went over before Tovey rescued the two points for the Dragons.
