Paterson went past Hastings' previous record mark of 667 points during Scotland's defeat to Argentina last weekend.
He now has 671 points and will be looking to nudge closer to the 700-point mark in Saturday's second Test against the Pumas in Buenos Aires.
“He has had the longevity there that many other players can only dream of,” said Hastings.
“I think he has been one of the most consistent performers and clearly over the last 12 to 18 months his goal-kicking has been unparalleled in world rugby.
“That is down to his great professionalism and dedication. I'm glad that I've provided a challenge for Chris, it has taken him a while to get there, but I'm delighted he has achieved it.
“His record is going to be around for a long time because someone has to be in the team for a great number of years to give them the opportunity of exceeding his total.”
Paterson has agreed a return to Edinburgh, where Hastings is chairman, for next season, having spent last term with Gloucester.
His points total for Scotland has come up in 87 matches, while Hastings needed just 61 caps to bring up his impressive tally.
Hastings was delighted to see Paterson, 30, set a new record ahead of his return to the Edinburgh ranks.
“I think it is fantastic that Chris has broken the record and I'm looking forward to shaking his hand after we play Wasps (in a friendly on August 23); he has shown himself to be a top-class performer for Scotland over many years,” added Hastings.
