The 28-year-old, who is renowned for his eye-catching all-action style of play, joins the Saints from Ulster on a two-year contract.
The flank made his Ireland debut back in 2005 following a string of impressive Heineken Cup performances against Europe's elite.
Since then the popular Ulster figure has been capped 18 times by his country and was selected in Eddie O'Sullivan's Rugby World Cup squad late last year.
And Saints director of rugby Jim Mallinder is delighted that he has managed to bring the player to the club, who are edging closer to promotion back into the Guinness Premiership.
“Neil is a superb addition to our squad,” said Mallinder.
“He has a strong physical presence on a rugby pitch and the skill to match. He also wants to improve as a player and as part of the team here at Northampton. All of these are attributes we look for in our players and Neil fits the part.”
And the long-haired back-row is also pleased with his move as he joins the growing number of players leaving the Irish province.
“I spoke to Jim and Dorian (West), who are both down to earth and spoke frankly and honestly,” explained Best.
“They are also ambitious and the facilities at Northampton are outstanding. All of that sold it for me.
“I've played against English teams and I don't have any problem with people who are bigger than me running at me. I enjoy that! The physical aspect will be different because it is so relentless but I'm looking forward to that.
“The standard of the competition is a step up from the Magners League and this is the perfect time in my career to take it to the next level.”
Best will be joining fellow Ulsterman Roger Wilson at the Saints next season and he says that it will be good to continue his career with the loose forward.
“We started our careers together and I've played most of my games with him. I know how he plays and he knows how I play,” he said.
“But that means little when it comes to selection. Everybody's up for selection so it doesn't make any difference until the team has actually been picked.”
Meanwhile, Saracens have continued to strengthen their squad by securing promising back-row Don Barrell for a further three years.
The 22-year-old Watford-born player, who has frequently turned out for National League One side Esher this season, continues his long association with the club.
“I'm a one-club man and I'm very committed to Saracens so I'm delighted to have signed a new deal,” he explained.
“I've been at Saracens since I was 13 and now my future is secured, I can really concentrate on getting more first team action.
“I've played a few games this season and feel I have contributed to the side. Now I have to make sure I get the most out of the opportunities I'm given and become a regular in the first team squad.”
