As i understand it there are now 15 core teams with all bar the Hong Kong event involving 16 teams. This obviously means that only 1 extra team can qualify for each event with 9 teams qualifying for the HK event due to it involving 24 teams. Unless they plan to expand more of the events its going to limit the chances of the none core teams dramatically. Im pretty sure that the likes of Tonga, Japan, Italy, and Russia are all none core teams. So its one out of those 4 and anyone else who attempts to qualify.

editor or anyone else - what now happens for non-core teams? Do they get to play in any of the IRB series? They can't even qualify now given that all the 16 spaces are taken by core teams or am I wrong?
