Counties Manukau coaches Tana Umaga and Steve Jackson have named the majority of their squad, boasting a strong backline in 2013.
Included in the group is Tim Nanai-Williams, Frank Halai, Bundee Aki, Sherwin Stowers, Rey Lee-Lo and Baden Kerr while hooker Mahonri Schwalger adds experience in the forward pack.
The Steelers' ITM Cup campaign kicks off at home with a pre-season hit out against Bay of Plenty on Thursday, August 1 and Umaga and his team have two main focuses for the season which are to stay in the ITM Cup Premiership and develop a strong relationship with their local community.
"We have worked hard to get back in the Premiership and we want to make sure we are able to stay there by being highly competitive and earning respect," Umaga told the Steelers website.
"We know it is not going to be easy, but believe by consolidating and developing a good group of well rounded young men it is a good start. We want players who are proud of where they come from and will represent the Counties Manukau region well.
"It is important for us to create pathways for our players and this starts by developing our own players. We actually don't have a lot of choice but to develop our talent pool, which means we have to work harder in all areas of our organisation."
