Toulon have completed the signings of two promising players from Bayonne in Charles Ollivon and Anthony Etrillard.
The Basque side were relegated from the Top 14 and are set to lose a number of stars as they drop down to Pro D2.
Ollivon, who plays number eight, enjoyed a stunning start to the season that saw him called up to the French squad and make his debut in November.
Shoulder problems hampered him for the rest of the season, but he is regarded as one of the brightest talents in French rugby.
He has joined on a three-year deal, like teammate Etrillard, another 22-year-old.
Etrillard is a hooker who has played 22 games for Bayonne this season and had established himself as a first team regular alongside David Roumieu.
He should take over from Craig Burden (believed to be heading for Montpellier) as one of the three hookers in the squad, alongside Guilhem Guirado and Jean-Charles Orioli.
