The loosehead prop has not sufficiently recovered from the calf injury he sustained two weeks ago in the dramatic victory over Italy in Rome.
Low, originally dropped from the matchday 23, is primarily a tighthead, leaving the Scots short of cover should Ryan Grant pick up a knock with only British and Irish Lion Euan Murray waiting in the wings.
The 26-times-capped Glasgow Warrior toiled in Rome a fortnight ago, and was replaced shortly before half-time having been bested by Alberto de Marchi.
